The TCM NC (Total Cost Management Nuclear Construction) is the system of integrated management of costs and deadlines of construction of nuclear power facilities.

The TCM NC system is a component of Rosatom's management system and covers the derivative organizations in the Russian Federation and overseas.

The TCM NC system ensures the following key results:

  • cost control
  • deadline control
  • costs and risk management
  • promotion of the projects implemented by Rosatom State Atomic Energy Corporation for partners and investors

The TCM NC system is represented by a set of techniques, processes, and resources working within the organizational and administrative structures used in managing of investment and construction projects for creation and development of strategic assets.

The TCM NC system comprises three main components:

  • methodology and processes
  • people, roles, and competences
  • the TCM NC system

The TCM NC system is designed to improve the efficiency of cost and deadline management of investment and construction projects, including the following:

  • making cost estimates based on reliable input data
  • long- and medium-term budget planning based on cost estimatesи
  • quick identification of deviations and initiation of changes
  • multi-variant forecasting of upcoming costs
  • enabling timely and balanced decision making
  • continuous monitoring of project implementation in the Russian Federation and overseas, including the one in terms of profitability and risks

The TCM NC system is applied in investment and construction projects of the nuclear industry as follows:

  • construction and development of nuclear power plants
  • construction and development of nuclear research and technology centers

CEMCP has become the base for establishment of the TCM NC System Competence Center. The main directions of its activity are maintenance of the TCM NC system at existing implementation projects, as well as implementation of the TCM NC system at new projects and organizations.

Also, CEMCP is engaged in development of integration solutions for industry-specific information systems used in construction cost estimation.

According to the Federal Institute for Industrial Property, CEMCP holds the rights over the following programs:

  • Integration solution between sub-systems of the TCM NC industrial information system
  • Integration solution between TCM NC industrial information system and AtomSmeta PC (AtomSmeta program complex)
  • Integration solution between the industrial information system TCM NC and TS DBoC (Targeted Solution for the Technology of Automated Generation of Digital Bills of Quantities under the SmartPlant Foundation platform).
  • Integration solution between the industrial information system TCM NC and AW RM (Automated Workstation for Forming of Resource Models of NPP construction projects).
  • Integration solution between the industrial information system TCM NC and UIS RRI (Unified Industry System of Regulatory and Reference Information)".
  • "CostOS software plug-in (sub-system "Cost estimation" of the industrial information system TCM NC) for quick estimation and comparison of costs of proposed of design options"

The Industrial budget-normative base (IBNB):

The IBNB was specially developed to solve the full range of tasks related to formation, exchange, input control of design and executive documentation of NPP power units under construction, as well as cost monitoring and formation of conversion indices.

The IBNB can deal with the following tasks:

  • Formation of estimate documentation of various levels
  • Automated examination of estimate and executive documentation
  • Possibility to form and adjust own normative bases and proprietary rates
  • Use of aggregated cost indicators for certain types of works and the object in general, cost monitoring and calculation of indices
  • Regular updates of the program complex in accordance with changes in the industrial pricing policy
  • Integration with capital construction management systems
  • Provision of estimate data exchange with other software complexes for calculation of estimate documentation and with ERP systems

Integrated solution between the industrial TCM NC system and the IBNB

The industrial information system TCM NC is designed for integrated cost and schedule management of NPP construction projects. It consists of the following sub-systems: "Cost Estimation" component and "Cost Planning and Control" component. The "Cost estimation" component is realized within CostOS software. The "Cost Planning and Control" component is implemented within EcoSys software. The IBNB is designed to perform local estimates, local budgeting, and to solve the full range of tasks on formation, exchange, input control of design and executive documentation, as well as cost monitoring and formation of cost conversion indices for power units under construction.

The related solution realizes integration between the industrial information systems TCM NC and IBNB in terms of transferring of the estimated data of phase "P" and phase "DDD" from the IBNB to TCM NC.

The cost of 1 simple non-exclusive license for the integration solution is 6,338.57 rubles excluding VAT.

"Automated Workstation for Forming of Resource Models of NPP construction projects":

One of the key tools of the CEMCP related to IT technologies is development of the information system named "Automated Workstation for Forming of Resource Models of NPP construction projects". It is designed to monitor and analyze quantitative and value indicators of designed and constructed projects of Rosatom State Atomic Energy Corporation on the basis of the formed project resource model (hereinafter PRM) for planning and cost management tasks within all phases of NPP construction, as well as for decision-making support.

The AW RM is based on 1C software.

CEMCP has the sub-division dealing with its operation and development.

Main tasks realized with the help of AW RM when performing cost estimations of construction projects of Rosatom State Atomic Energy Corporation and other projects are the following:

  • Formation of resource databases and resource-technological models of the construction project based on estimate documentation
  • Distribution of resources by aggregated groups (sub-groups)
  • Distribution of works and resources by WBS and CBS-II
  • Identification of representative resources in construction projects by buildings/ structures, by aggregated groups (sub-groups), by WBS and by a particular project in general.
