On the September 23, 2016 the Government of the Russian Federation has adopted decision N 959 entitled «On introducing Construction Cost Federal Register». The Federal Government Information System in Construction Pricing (FGIS CP) was approved on the basis of this decision.
FGIS CP is an information resource on the internet available at fgiscs.minstroyrf.ru. It helps construction activity participants gain an access to consolidated acquisition, storage and manage of the data.
Filling The Federal Government Information System in Construction Pricing (FGIS CP) with the list of material and technical resources, in consideration of specifics of nuclear installation construction
Information analysis system FGIS CP software components:
- Sub-system of construction power price monitoring
- Sub-system «Costing Standards Federal Register» (CSFR)
- Sub-system «Construction Power Classifier» (CPC)
- FGIS CP Portal
In accordance with article No.3 «Administrative regulations on construction power price monitoring», RF Government Regulation No.1452, and Minstroi RF order of October 10, 2016 No.707/pr, FAI Glavgosexpertiza monitors construction power prices and uploads the prices in FGIS CP. Construction Power Classifier (CPC) is formed by Minstroi RF order of March 02, 2017 No. 597/pr.
If construction recourses manufacturers (suppliers), who are involved in construction projects and processes of nuclear installations life extension, don’t have detailed information on products they made in Construction Power Classifier (CPC), they should submit their suggestions for adding lacking list of construction recourses and entities to FAI Glavgosexpertiza in the form of specified by CPC request.

The industry-specific list-register of normative, methodical and other documents on construction pricing and estimate norms
The industry-specific list-register of normative, methodical and other documents on construction pricing and estimate norms (hereinafter – Industry list-register) is compiled and maintained by СEMCP ROSATOM in accordance with an order issued by State Atomic Energy Corporation «ROSATOM» of November 29, 2017 No. 1/1194-П. «About the approval of uniform industry methodical instructions on compiling and maintaining the industry list-register of normative, methodical and other documents on construction pricing and estimate norms».
The industry list-register comprises information on normative, methodical and other documents on construction pricing and estimate norms and it is intended for the direction in work for employees of State Atomic Energy Corporation «ROSATOM», СEMCP ROSATOM, other participants of implementation of the investment projects of State Corporation «ROSATOM» which are carried out in the form of capital investments except for cases when estimated cost is determined according to article 8.3 of the Town-Planning Code of the Russian Federation.
