Information in Federal Government Information System (FGIS) required for use in determining the estimated cost of construction

On 23rd of September, 2016, the Government of the Russian Federation adopted Decree No 959 "On the Federal Government Information System of Pricing in Construction". This decree approves the Regulation on the Federal Government Information System for Pricing in Construction (FGIS).
The FGIS is represented by web information resource located at fgiscs.minstroyrf.ru and designed for centralized collection, storage and use of data by every one involved in construction activities.
Filling of the FGIS with the inventory considering specific features of construction of nuclear power faculties
The FGIS consists of the following software components:
- Sub-system for monitoring of prices of construction resources
- Sub-system named "Federal Register of Estimated Standards (FRES)"
- Construction Resources Classifier (CRC) sub-system
- The FGIS portal
IAccording to item 3 of the "Rules of Monitoring of Construction Resources' Prices" approved by Resolution No 1452 and Order No 707 of the Ministry of Construction, Housing and Utilities of the Russian Federation as of 10th of October, 2016, monitoring of prices of construction resources is carried out by the FAI "Glavgosexpertiza of Russia" and placed in the FGIS. The CRC was formed by Order No 597 of the Ministry of Construction, Housing and Utilities of the Russian Federation as of 2nd of March, 2017.
In case of lack of corresponding data in the CRC, manufacturers (suppliers) of construction resources involved in construction and extension of operation terms of nuclear facilities shall send their proposals to FAI "Glavgosexpertiza of Russia" to include the missing lists of construction resources and legal entities in the form of an Application according to the forms recommended by the Procedure for maintaining the CRC.

The industrial register of normative, methodological and other documents related to construction pricing and cost estimation
The industrial register of normative, methodological and other documents related to construction pricing and cost estimation (hereinafter - the Industrial Register) is formed and maintained by Rosatom's CEMCP in accordance with the Order of Rosatom State Atomic Energy Corporation No 1194-P as of 29th of November, 2017 "On Approval of the Unified Industrial Methodological Guidelines for Formation and Maintenance of the Industrial Register of Normative, Methodological and Other Documents related to Construction Pricing and Cost Estimation".
The industrial register includes information on normative, methodological and other documents related to construction pricing and cost estimation and is intended to guide employees of Rosatom State Atomic Energy Corporation, Rosatom's CEMCP, and other engaged organizations in the implementation of investment projects of Rosatom State Atomic Energy Corporation represented by capital investments, except those where the estimated cost is determined in accordance with Item 8.3 of the Town Planning Code of the Russian Federation.
