During the determination of the level of personnel qualification, there are assessed professional and technical knowledge and skills of Rosatom's employees dealing with design of nuclear facilities and performing the function of technical customer.

Assessment is purposed to confirm the compliance of professional qualification level of employees to their positions, as well as the formation of highly qualified personnel of the services of Rosatom's organizations dealing with design of nuclear facilities and performing the function of technical customer.

Explanations on organization and conduction of professional attestation

  • The assessment is conducted in 1 (one) stage and is represented by remote testing and interview with the Attestation Commission.
  • Attestation is conducted ones in 3 (three) years

To pass the assessment, each participant needs to:

  • Register in his/ her personal account provided in CEMCP's information system
  • Pass the test. Each participant will be asked to answer 65 questions in 120 minutes, choosing the correct option out of 4 provided ones.

Attestation deadlines

Attestation of project and corporate employees involved in implementation of the Technical Customer functions is held from 1st of October of the current year till 15th of March of the next year.

Technical Customer and project employees transferred to other separate or structural sub-divisions of the organization during the year preceding the attestation shall be attested on equal bases provided that their job responsibilities have not changed.

The following employees shall not be attested

  • those having worked at their current positions for less than 1 (one) year
  • those having reached retirement age
  • those under 18 years old
  • those having been working under a fixed-term contract for less than 6 (six) months
  • pregnant women
  • those being on maternity leave
  • those being on maternity leave to care for a child up to the age of 3 (three) years old
  • those having successfully passed the IQA and holding valid certificates

The sequence of preparation to corporate attestation

  1. Based on the Procedure, it is necessary to develop and approve the local normative act of Rosatom's organization on adoption of the Procedure taking into account the opinion of the representative body of the corporate employees
  2. It is required to approve the Attestation Commission board and the schedule for the Attestation of employees, taking into account the recommendations issued by the Director of capital investments, state construction supervision and state expertize of Rosatom State Atomic Energy Corporation
  3. It is necessary to send copies of the orders on adoption of the Procedure, approval of the Attestation Commission board and the schedule of the Attestation (including data on employees) to the Director of capital investments, state construction supervision and state expertize of Rosatom State Atomic Energy Corporation
  4. It is required to ensure organization and conduction of professional attestation

As per item 4.3 of the Procedure, the Attestation Commission is established to assess the results of Attestation of managers and employees.

The Attestation Commission shall be formed within the attestation period in the current year.

The Attestation Commission board shall consist of:

  • The Chairman (Director of capital investments, state construction supervision and state expertize of Rosatom State Atomic Energy Corporation)
  • The Deputy Chairman (corporate member)
  • The members of the Attestation Commission (including 5 mandatory representatives of Rosatom State Atomic Energy Corporation and Rosatom's CEMCP, as well as one representative of a primary trade union organization (if any) and a PCS company)
  • The Secretary

The Attestation Commission shall consist of 10 persons

Attestation shall be held in the presence of at least half of the Attestation Commission. In case of equality of votes, the vote of the Chairman of the Attestation Commission shall be decisive, in his absence at the meeting of the Attestation Commission Deputy Chairman's vote will be decisive.

Preparation of project and corporate employees to the attestation

Examination questions were developed on the basis of regulatory legal acts of the Russian Federation and local regulatory acts of Rosatom State Atomic Energy Corporation.

Project and corporate employees' knowledge of regulatory documents is necessary requirement for competence within the function of Technical Customer and design of nuclear facilities.

To prepare for the attestation, employees shall review the list of examination questions and normative documents divided by areas and provided at the web-site: оценка-оцкс.рф ("Knowledge Base" section).

Corporate attestation

Attestation is conducted in 1 (one) stage and represented by the interactive face-to-face examination and interview with the Attestation Commission.

To pass the attestation, each participant must register at the special attestation portal and make the following steps:

  1. Enter login and password
  2. Enter registration data
  3. Sel ect the priority functional area of activity from the proposed ones
  4. Finish registration
  5. Proceed to testing

Compiling the test base involved extensive works of experts from industry organizations.

Questioning principles

It is prohibited for examinees to use cell phones, tablets, or other technical devices not having allowed by the Attestation Commission.

Attestation procedure

  • report of the Attestation Commission member on the document contents submitted for the attestation participant
  • undergoing of the examination and diagnostic part by the attestation participant
  • discussion, voting and decision making by the Attestation Commission on the attestation results

Following-up of corporate attestation

Formation of attestation results is based on the calculation correct answers at the end of the attestation.

The examination and diagnostic part includes test questions and cases generated from the database of questions based on the principle of random selection from the sections corresponding to the sub-direction of the Attestation Participant's activity, as well as the interview of the attestation participant with the Attestation Commission and assessment on supervisor's review.

Each attestation participant can obtain not more than 100 (one hundred) scores:

  • 1 (one) score is awarded for each correctly solved test task
  • 10 (ten) scores are awarded for each correctly solved case study
  • for successfully completed interviews and based on the results of evaluation of supervisor's review, the Attestation Commission may add up to 20 (twenty) scores

Those examinees having scored less than 75% of correct answers during the testing are not admitted to the next stage of the examination and diagnostic part (interview, project defense). They shall be recognized as not having passed the attestation and will be asked to re-pass the attestation in due time.

Maximum amount of scores of the attestation equals to 100 (one hundred).

According to Item 5.7, an examinee will pass the attestation if he/ she has demonstrated the leadership quality and high or basic (it is recommended to undergo additional training) level. It is considered that an examinee will not pass the attestation and will be asked to re-pass the attestation if he/ she has demonstrated zero level (less than 70 points).

Voting and decision-making on the results of the corporate attestation is carried out by the Attestation Commission in the absence of attestation participants and their direct supervisors. Decision making will be based on the results of testing and evaluation of direct supervisors' feedback.

Based on the results of the initial successfully passed attestation and on the minutes of the Attestation Commission, the Secretary shall provide the related employee with the Attestation Certificate within a period not exceeding 30 (thirty) calendar days from the attestation date. The attestation date shall be indicated in the Certificate. For subsequent successfully passed attestations, Certificates shall be marked as renewed within a period not to exceed thirty (30) calendar days fr om the exam date of passing. Employees shall be responsible for keeping their Certificates and shall provided them to whom it may concern upon request.

The head of Rosatom State Atomic Energy Corporation shall issue an order/ decree containing final decisions on attestation results within a period of not longer than 1 (one) month after the end of the Technical Customer's corporate attestation period. Copies of the mentioned order will be provided to the Director of capital investments, state construction supervision and state expertize of Rosatom State Atomic Energy Corporation.
