Collection of initial data for designing of construction

  • collection of initial data for designing works
  • arrangement and control of engineering surveys

Conclusion of contracts on behalf of the developer

  • to join utility systems with resource-supplying organizations
  • to conduct engineering surveys
  • to carry out design work
  • to carry out expert examinations and approvals (including examination of the results of engineering surveys and design documentation, as well as an audit of a cost estimate)
  • to conduct construction, installation and commissioning works (general contractor agreement)

Project design works progress control

  • develop and maintain design works schedule to ensure work is completed on time
  • management of the incoming flow of design documentation (project preparation stage and detailed design documents stage)
  • management of the incoming flow of estimated documentation (project preparation stage and detailed design documents stage)
  • carrying out an expert examination of the results of engineering surveys and design documentation, as well as an audit of a cost estimate
  • approval (on behalf of the Developer) of the design documentation

Construction process monitoring

  • release of design documentations release and estimates for «work execution»
  • development and maintenance of the activity based network chart, with the use of designed software systems (Spider Project, Oracle Primavera, etc.) in accordance with the approved design documentation
  • monitoring the compliance of the construction works with planned deadlines by the construction and erection organizations
  • monitoring the compliance with the contract's terms and conditions based on the delivery and acceptance of deliverables by the contractors
  • records management of a facility under construction: maintenance of increasing volumes and cost of accepted and paid construction and erection works
  • inspection of procurement documents (stock-list, prices, volumes) of construction and erection organizations, suppliers
  • control of unreasonable increase in prices, volumes, as well as identification and rejection of unreasonable costs
  • management of examination and expertise procedures

Facilities construction control

According to article 53 of the Town-Planning Code of the Russian Federation (dated 29.12.2004 N 190-FZ) and Regulation on the procedure for conducting building inspections when performing the construction, renovation, or major overhaul of capital construction facilities, approved by Regulation resolution of the Government of the Russian Federation N 468 of 21.06.2010:

  • quality control of works performed by the General Contractor on the Site in the scope defined by the Customer's design specification, including compliance control of the construction materials, products and finished structures applied in accordance with the approved detailed design documents
  • receiving inspection of completed works on the Site, inspection of concealed works, participation in the intermediate acceptance of critical structures
  • participation in inspection and acceptance of utility lines and systems
  • tracking the receipt of detailed design documents
  • monitoring for the early detection of the objections to the detailed design documents, which must be issued in writing
  • monitoring for the elimination of defects in the detailed design documents revealed in the course of re-equipment, return record of the defective documentation to the designer, control and acceptance record of the corrected documents
  • preliminary acceptance and confirmation of the volume of completed types (stages) of work
  • confirmation of the actual scope of work performed, quality, elimination of defects and discrepancies found
  • Signing (certifying) the KS-2 form completion certificate, based on the KS-6a acts
  • monitoring for the completeness and correctness of the execute production and technical documentation prepared by the General Contractor
  • suspension (if necessary) of construction works on the Site, in case of detection of circumstances that may have a negative impact on the quality of work performed on the Site or the impossibility of its completion, and notification the Customer about these circumstances, if found:
    • non-compliance of the content of works performed on the Site with the current standards and specifications
    • non-compliance of the works performed by the General Contractor on the Site with the approved design and detailed design documents
    • non-applicability or poor quality of materials, equipment, technical documentation used to perform works on the Site
    • breakdowns in the technological work process by the General Contractor
    • possibility of unfavorable consequences for the Customer of the General Contractor's performance of works on the Site
    • other circumstances that may have a negative impact on the quality of the work performed on the Site
  • monitoring for the defects correction, found when service acceptance
  • monitoring for keeping a register of work performed and field supervision, with timely closure actions
  • ensuring the reception of post-completion documentation from the General Contractor for its further delivery to the customer
  • time schedule control
