Assessment of professional knowledge and skills of the employees, who are involved in the implementation of State Corporation «ROSATOM» cost management in capital investment and construction projects in nuclear industry (value engineering)

In framework of implementation program for industry-specific system of integrated total cost management in capital investment and construction projects in nuclear industry (value engineering), and also according to the order of State Corporation «ROSATOM» of January 1, 2016 No.1-1/991-P, State Corporation «ROSATOM» during the period from December 12, 2016 to December 16, 2016 carried out professional knowledge and skills assessment of the State Corporation «ROSATOM» employees involved in cost management in capital investment and construction projects in nuclear industry.

The purpose of the Assessment is to check employees’ professional knowledge and skills in integrated cost management in order to archive effective value engineering in nuclear industry.

The Assessment is carried out at single-stage as a remote testing.

To undertake the Assessment one should:

  • Register on a specific website.
  • Take a Multiple Choice Test in 120 minutes. Sixty questions with four choices for the answer.

Following on from the results of the Assessment one will receive recommendations for training in value engineering and the list of advanced training courses and professional retraining programs for State Corporation «ROSATOM» managers and employees.

Guidelines for arranging carrying State Corporation «ROSATOM» assessment of the employees who are carrying out or participating in implementation of the Technical Client Department (TCD) functions.

In order to meet compliance of State Corporation «ROSATOM» employees performing functions of the technical customer with their position held, to foster a stronger sense of responsibility among TCD employees for their quality of work performance in capital investments implementation in nuclear industry and also to inspire TCD employees to upgrade professional qualification, in 2016 TCD employees Assessment was held.

To come up with unified approach to assessment, State Corporation «ROSATOM» by order of September 19, 2018 No.N1/906-P has established standard procedure of the TCD employees assessment.

Timing of the Assessment:

  • For TCD top executive officers the Assessment was held on November 30, 2016 in Moscow.
  • For the rest TCD employees – from November 28, 2016 till December 2, 2016 Для остальных работников – с 28.11.2016 по 02.12.2016 at the workplace.

Participants of the Assessment:

The Assessment is obligatory for all TCD employees.

TCD employees transferred within the year preceding the Assessment to other isolated or structural divisions of the company should undergo the Assessment in accordance with general practice on the condition that their functions haven't changed.

Employees that are beyond the Assessment:

  • worked for less than 1 (one) year;
  • reached a retirement age;
  • aged up to 18 years;
  • fixed-term agreement employees, signed for the term of less than 6 (six) months;
  • pregnant women;
  • employees who have taken a maternity leave;
  • employees on leave to attend to a child up to the age of three years.

The Assessment procedure:

  1. With due consideration to the opinion of representative body of employees of the company, there should be developed and approved local normative State Corporation «ROSATOM» act on acceptance of the assessment procedure.
  2. Approve the composition of the TCD employees Assessment commission and the its schedule, taking into account the recommendations of the Director of capital investments of State Corporation «ROSATOM».
  3. Send a letter with the copies of orders on acceptance of the Assessment procedure, the approval of composition of the Assessment commission and the Assessment schedule (with employees’ information) to the Director of capital investments of State Corporation «ROSATOM».
  4. Carry out the TCD employees Assessment.

The Assessment commission:

According to item 4.3. of the Assessment Procedure, the Assessment commission is established in order to analyze the results of the TCD employees Assessment.

The Assessment commission is formed annually.

The Assessment commission includes:

  • chairman (Director of capital investments of State Corporation «ROSATOM»);
  • vice-chairman (company representative);
  • members of the Assessment commission (compulsorily, five representatives from State Corporation «ROSATOM» and Private institution of State Corporation «ROSATOM» «OCKS» and also the representative of primary trade-union organization (if is available) and representative from Human Resource Management Systems of the company);
  • secretary.

The Assessment commission consists of 10 people.

The Assessment commission is carried out in the presence of not less than a half of the composition of the Assessment commission. At equality of votes the voice of the chairman of the Assessment commission is decisive, at his absence at a meeting of The Assessment commission – the vice-chairman’s voice.

Preparation of the TCD employees for the Assessment:

Test questions of the Assessment are developed on the basis of normative legal acts of the Russian Federation, State Corporation «ROSATOM» and technical customer companies local regulations, (the letters from of September 24, 2015 No.1-12/37262, No.1-12/37267, No.1-12/37264).

Deep awareness of normative documents is an obligatory competence requirement for the TCD employees in order to successfully perform their functions.

To assist in the preparation for the Assessment, a list of test questions and normative documents is available on the web-site of the Private institution of State Corporation «ROSATOM» «The Branch centre of the capital construction» (under «TCD training»).

Carrying out the Assessment in the company:

The Assessment is carried out at single-stage as an om-line face-to-face exam.

To undertake the Assessment one should register on a specific website (link to in will be provided later):

  1. Enter login and password.
  2. Choose type of the company.
  3. Enter registration information. Finish registration.

Start testing:

  1. Enter login and password.
  2. Choose «TCD executive officer» or «TCD employee» and affiliation with the capital investment program: Federal Targeted Investment Programme (FTIP) and State Defense Order (SDO), «Rosenergoatom» Joint Stock Company, General.
  3. Choose priority-oriented functional activity of the suggested:

    • planning;
    • pre-design;
    • ensuring construction with Designed and Approval Documentation;
    • inventory and logistics management;
    • construction management and performance of construction inspection;
    • financing activities and accounting;
    • construction cost management.
  4. Take the test.

One should answer to 95 questions with four choices for the answer in 120 minutes.

Test questions are made up on the basis of the functional areas:

  • «General Questions» section;
  • planning;
  • pre-design;
  • ensuring construction with Designed and Approval Documentation;
  • inventory and logistics management;
  • construction management and performance of construction inspection;
  • financing activities and accounting;
  • construction cost management.

Test questions making approach

It is strictly prohibited to use mobile phones, tablets and other technical devices not provided for the test undergoing daring the Assessment.

The Assessment results:

The Assessment results are based on the number of correct answers.

1 (one) point is charged for each correctly solved test task. Also on the basis of employee’s immediate superior report, one can get from 1 (one) to 5 (five) extra points according to the decision of the Assessment commission.

The maximum number of points that may be obtained is 100 (hundred) points.

According to item 5.8. of the Assessment Procedure, it is considered that an employee has undergone the Assessment if he archives leader, high or basic (it is recommended to undergo additional training) level. If an employee achieves zero level (less than 69 points), it is considered that the employee has failed the Assessment and should undergo the Assessment one more time.

The Assessment commission pronounces a decision on the Assessment result of the TCD employee in the absence of an employee and employee’s immediate superior, and is based on the Assessment results and employee’s immediate superior report.

The TCD employees, who have reached leader, high or basic level, receive the Certificate on successfully passing the Assessment. The company independently makes the Certificate, for TCD employees (according to template designed), except for Certificates for TCD high-level executive, who undergo the Assessment in Moscow.

The Head of the State Corporation «ROSATOM» affiliated company issues a order/directive with final results of the Assessment no more than 1 (one) month after the end of the period of the Assessment in the TCD company. Copies of the order/directive are sent to the address of the State Corporation «ROSATOM» Head of Department for capital construction.
